The General Administration of Customs of China (GACC) is the government authority responsible for supervising and managing all customs-related activities in China. This includes overseeing the import and export of goods, collecting customs duties, enforcing regulations, preventing smuggling, and ensuring compliance with trade laws.
GACC, under Decree 248, requires overseas (non-Chinese) food manufacturers, processors, and certain storage facilities to register their facilities and products to export food to China. This regulation ensures imported food meets China’s safety and quality standards. Without GACC registration, food shipments may be delayed or denied entry into China.
Food companies intending to export products to China must submit their facility and product details to the FDA. After review, the FDA approves the company to export and sends a list of approved exporters to GACC. The GACC then updates and publishes a public list of approved exporters every quarter, ensuring that only registered and verified companies are allowed to ship food products into China.
